What is a MUD?

A Municipal Utility District, or "MUD" for short, is a special governmental entity of the State of Texas. Regulated by the Texas Commission on Environmental Quality (TCEQ), the principal functions of a MUD are to finance, construct, own and operate waterworks, wastewater and drainage facilities and to provide utility services to the customers of the district. A MUD is empowered to levy taxes, charge for services, condemn property, operate and own park land, enforce restrictive covenants and make regulations to accomplish it purposes.
